that at a mail ballot-only election (the “Election”) to be held in the Village of Angel Fire, New Mexico (the “Village”) on September 2, 2008, there will be presented for vote to the qualified registered electors of the Village the following question:
VILLAGE OF ANGEL FIRE, NEW MEXICO SPORTS AND RECREATION FACILITY FEE QUESTION
Shall there be imposed a Sports and Recreation Facility Fee at a rate of 2.4 percent of the gross room revenue for each day a room within a lodging facility located in the Village is occupied by a vendee, the revenue of which will be dedicated to the following purposes:
(1) the design, construction, equipping, furnishing, landscaping and other costs associated with the development of a sports and recreation facility located within the Village;
(2) payments of principal, interest or prior redemption premiums due in connection with and any other charges pertaining to revenue bonds authorized by the Sports and Recreation Facility Financing Act, including payments into any sinking fund or reserve fund required by the revenue bond ordinance;
(3) costs of collecting and otherwise administering the sports and recreation facility fee; provided that administration costs shall not be paid if there are current payments due pursuant to Paragraph (2) of this subsection and that no more than ten percent of the revenue collected in any fiscal year shall be used to pay administration costs;
(4) operation costs of the sports and recreation facility located within the Village; provided that no such costs shall be paid if there are current payments due pursuant to Paragraph (2) of this subsection; and
(5) payments into a capital reserve fund established for the future payment for capital maintenance and improvements and equipment replacement costs of the sports and recreation facility located within the Village; provided that no payments shall be made pursuant to this paragraph if there are current payments due pursuant to Paragraph (2) of this subsection?
The date and time of closing the registration books by the Village clerk, as required by law, are as follows:
No ballot on the Sports and Recreation Facility Fee election shall be received unless, on the date of the election, the person offering to vote is a registered, qualified elector of the Village. The registration books of the Clerk of Colfax County for the qualified electors residing in the Village of Angel Fire shall be closed by the County Clerk at 5:00 p.m. on Tuesday, August 5, 2008, except as otherwise provided by law. Any person otherwise eligible to vote as a qualified elector and not currently registered may register prior to such time at the Office of the County Clerk, Colfax County, New Mexico, or at the office of any duly appointed deputy registration officer.

La sección 2. La elección será realizada de acuerdo con el Acto de la Votación del Correo Elección conforme a a Secciones § 1-23-1 por 1-23-7 NMSA 1978. Las votaciones serán enviadas a cada calificado, votante registrado de la Aldea (registró con el Empleado de Condado de Condado de Colfax al 5:00 de la tarde en el 5 de agosto de 2008, que es el día vigésimo octavo antes de la elección), no más de 35 días ni menos de 5 días antes de la elección. No será necesario para solicitar una votación. VILLAGE OF CIMARRON
– Emergency Action Plan and an Operations & Maintenance Manual for the Cimarroncito Dam.
REQUEST FOR PROPOSALS
Project No.90. Proposals will be received at

until August 8, 2008 at 2:00pm.
1. PROJECT DESCRIPTION
The purpose of this effort is to address new requirements of the State Dam Safety Bureau with respect to Cimarroncito Dam located in Colfax County, which includes the development of an Emergency Action Plan (EAP) and an Operations and Maintenance Manual (O&M) for all high and significant hazard dams.
2. SCOPE OF WORK
The Offeror shall perform the following professional services:
1. Perform a site inspection of the dam and a review of the downstream channel for the breach analysis and inundation mapping considerations. Confirm and comment on issues identified by the State in previous inspection reports. Provide recommendations for resolution of the identified issues.
2. Develop Hydrologic Model and PMF for the dam, based on the following assumptions;
a. Use of existing mapping, with no additional survey or mapping needed.
b. Use of HMR55A for rainfall amounts and distributions.
c. No calibration
3. Perform Breach analyses and develop inundation maps:
a. Develop a hydraulic model downstream from the dam, extending sufficiently downstream to determine the point at which the incremental breach impact area is shown to no longer be significant. Using the final hydraulic model, develop estimates of the inundation limits from a potential breach of the dam. This will require the review of a breach during each of the three possible breach scenarios, as appropriate:
i. Conservation pool breach, with no flood flows
ii. Barely overtopping event, if the dam does not pass the full PMF, PMF event or a failure assumed to occur at the peak of the PMF.
The analysis will be carried downstream to a point at which the level of incremental flooding from a breach of the dam does not have a significant impact.
Perform an incremental damage assessment (IDA) for the dam if it does not meet state criteria for the inflow design flood to possibly develop criteria for a lower design flood for the dam. This will include looking at flood levels between the barely overtopping event and the full PMF to determine if there is a flood level above which no significant incremental damage occurs due to a breach.
Based on the results of the breach analysis, prepare inundation mapping showing the aerial extent of the estimated breach flows for the normal pool breach and the PMF breach. The maps will be in the form of 11” x 17” figures developed from currently available USGS topographical mapping and aerial photographs, if available, of the area.
If the dam does not meet state dam safety criteria with respect to the design flood, develop a recommended conceptual alternative for modification to accommodate the required design flood. This may be a revised design flood level if indicated by the IDA performed in the previous task. Develop a conceptual level estimate of probable construction costs for the recommended improvements. No survey of geotechnical field exploration is planned for development of these alternatives.
Report and Emergency Action Plan:
Prepare a draft report including a summary of all work performed for the breach analysis, the assumptions made, findings, inundation maps, and recommendations. Appropriate portions will be included, as needed, in the EAP.
Prepare an Emergency Action Plan (EAP) for the dam, including the inundation maps, which would outline the emergency steps to be taken by the Village as a result of either an emergency situation or a potential breach of any of the three dams. Coordinate with the Village so that the Village can provide contact names and phone numbers and other local contact information. Coordinate with the Boy Scouts of America since the dam is on their Philmont Ranch property to determine their role in the notification process of the EAP and in the O&M manual.
Furnish two copies of draft components of the EAP. Upon receipt of the Village’s comments, incorporate the comments into the final report and provide 20 copies of the final combined report. Submit a copy to the state Dam Safety Bureau for their review.
Participate in a conference call with the Village to review comments and recommendations, if requested.
Operations and Maintenance Manuals:
Prepare a draft O&M manual outlining required and recommended steps for maintaining and monitoring the dam and the needed operations of the dam. Preferred operations for the water supply provided by the dam will need to be provided by the Village.
Furnish two copies of draft components of the O&M manual. Upon receipt of the Village’s comments, incorporate the comments into the final report and provide 20 copies of the final combined report. Submit a copy to the state Dam Safety Bureau for the review.
Participate in a conference call with the Village to review comments and recommendations, if requested.
7. Future phases will be the planning, permitting and design preparation of recommended improvements, if needed, and construction phase services.

Three components of the new plan have been completed in 2008 the Community Strategic Plan, preliminary engineering reports for water and wastewater.
The new plan should address;
Overview of the Village and how it fits in the County and State.
Demographic data.
Assessments of strengths, weaknesses, opportunities and threats.
Council objectives such as Mission/Vision Statement, short term and long term priorities and goals and tactics for leveraging funds.

RELATING TO AMENDING VILLAGE OF ANGEL FIRE (THE “VILLAGE”) ORDINANCE NO. 2008-02, ADOPTED ON APRIL 15, 2008, WHICH AUTHORIZED THE ISSUANCE OF THE VILLAGE OF ANGEL FIRE, NEW MEXICO SUBORDINATE LIEN GROSS RECEIPTS TAX REVENUE BONDS, SERIES 2008, IN THE FORM OF A REVOLVING LINE OF CREDIT (THE “BONDS”), IN THE PRINCIPAL AMOUNT OF $500,000; AUTHORIZING AN AMENDMENT TO VILLAGE ORDINANCE NO. 2008-02 TO PROVIDE THAT THE BONDS SHALL HAVE A VARIABLE INTEREST RATE THAT SHALL NOT EXCEED THE STATUTORY MAXIMUM OF TWELVE PERCENT (12%) PER ANNUM, RATHER THAN AT THE PREVIOUSLY INDICATED FIVE PERCENT (5%) PER ANNUM AS INDICATED IN VILLAGE ORDINANCE NO. 2008-02; RATIFYING ACTIONS HERETOFORE TAKEN; REPEALING ALL ACTION INCONSISTENT WITH THIS ORDINANCE; AUTHORIZING THE TAKING OF OTHER ACTIONS IN CONNECTION WITH THE AMENDMENT TO VILLAGE ORDINANCE NO. 2008-02; AND DECLARING AN EMERGENCY.

Sealed bids for a new 2009 single axle packer truck for the Village of Angel Fire Solid Waste Department will be received by the Village of Angel Fire Purchasing Department, P.O. Box 610, Angel Fire, NM, 87710 until 2:00 P.M.(Mountain Daylight Time) on Monday August 4th, 2008, at which time the bids will be publicly opened and read.
The bidding documents, which include Specifications, may be obtained at the Village of Angel Fire located at 3388 Mountain View Boulevard, Angel Fire, NM 87710. (P.O. Box 610, Angel Fire, NM 87710)
The Village of Angel Fire reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid that is deemed by the Village to be most favorable to the Village.

You are hereby notified that the Village of Angel Fire will consider for adoption on August 5, 2008 at 5:30PM at the Angel Fire Village Hall Meeting Room the following ordinances:
AUTHORIZING THE ISSUANCE OF THE VILLAGE OF ANGEL FIRE, NEW MEXICO FIRE PROTECTION REVENUE BONDS, SERIES 2008, IN THE AGGREGATE PRINCIPAL AMOUNT OF SEVEN HUNDRED THOUSAND AND NO/100 DOLLARS ($700,000.00) FOR THE PURPOSE OF ACQUIRING, CONSTRUCTING, EQUIPPING AND IMPROVING FIRE PROTECTION EQUIPMENT AND FACILITIES FOR THE VILLAGE OF ANGEL FIRE VOLUNTEER FIRE DEPARTMENT; PROVIDING FOR THE PAYMENT OF SUCH BONDS FROM THE DISTRIBUTIONS RECEIVED BY THE VILLAGE OF ANGEL FIRE FROM THE NEW MEXICO FIRE PROTECTION FUND PURSUANT TO SECTION 59A-53-7 NMSA 1978; PROVIDING FOR THE FORM, TERMS, AND CONDITIONS OF THE BONDS, THE MANNER OF THEIR EXECUTION, THE METHOD OF PAYING THE BONDS AND OTHER DETAILS CONCERNING THE BONDS, INCLUDING, BUT NOT LIMITED TO, COVENANTS AND AGREEMENTS IN CONNECTION THEREWITH; AND RATIFYING ACTION PREVIOUSLY TAKEN IN CONNECTION THEREWITH AND APPERTAINING THERETO.
The Council will conduct a public hearing at that time at the Angel Fire Village Hall and any interested citizen may speak for or against any of the Ordinances.
